Mahan delivered his State of the City address outside San Pedro Square Market on Saturday morning and touched on homelessness, crime reduction, streamlined housing approvals and energy affordability.

Mahan is staking out a centrist position in a crowded field, as the ninth Democratic candidate – plus two Republicans – who will seek to survive a June primary, a little over four months away.

The fortunes of Santa Clara County Supervisor Cindy Chavez in San Diego appeared to have dimmed, as business and community leaders and county Republicans advocated for a local administrator with knowledge of San Diego County and no ties to the organized labor and partisan Democrat connections that had initially pushed Chavez for the job a year ago.

The city’s shifting demographics, a continuing affordable housing shortage, endemic homelessness, a looming budget deficit and the reality of five council elections – plus another mayoral ballot – in just two years create additional uncertainties.

Councilmember Kamei was elected to San José City Council last  year with over 60% of the popular vote, representing District 1 in West San José.
