Former MACSA Teachers Still Suspicious

Lupe Nunez, a vice principal for two years at one of two charter schools formerly operated by the Mexican American Community Service Agency (MACSA)  school, says she’s not sure if Xavier Campos was involved in the disappearance of funds from the teachers’ retirement accounts, “but you kind of wonder.” The question weighs on the minds of many teachers who worked for below-market wages at charter schools in Gilroy and San Jose, operated by MACSA, as executives raided $1 million from their pension accounts to pay other expenses, according to the Santa Clara County District Attorney’s office.

City Council to Host an American Idol

In addition to discussing its top five economic priorities for the rest of the fiscal year, the City Council goes Hollywood on Tuesday—or at least brings little Hollywood home—when former American Idol contestant and San Jose native DeAndre Brackensick will receive a commendation. Other matters going before the council Tuesday include a ban on city departments purchasing expanded polystyrene, the Independent Police Auditor’s annual report and continuing to suspend certain pension payments. Talking Sewage, Start Up Cup

We all have an impact on the sewer system and our waste must go somewhere to be treated. Miles upon miles of pipe transport and maintain our civilization and virtually eliminates outbreaks of typhoid and cholera. City Should Get its Priorities Straight

I was a little bummed out Tuesday afternoon. I had my popcorn ready. I had my browser pointed to the City of San Jose website. I was keyed up to watch the council discussion of an update on progress with the city’s economic development priorities. Essentially, the city’s current economic strategy has been condensed to a five-point plan—as if we don’t have enough of those. To be frank, it should really be a one-point plan.

Reed, Former San Jose Mayors Talk Shop

Norm Mineta, Janet Gray Hayes, Susan Hammer, Ron Gonzales and Reed all took part in Monday night’s installment of the Don Edwards Lecture Series at San Jose State University, and each of the current mayor’s predecessors voiced relief that never in their tenures were they forced to deal with the current mayor’s challenges. A full decade of budget shortfalls, a workforce depleted and demoralized, the loss of the Redevelopment Agency and no certain economic rebound in the future was a tall order in every mayor’s eyes. The never-ending pummeling a mayor experiences—from the press, constituents and colleagues—was reiterated consistently in the talk, which retiring SJSU political science professor Terry Christensen moderated.

Council to Discuss Jobs, Police Audit

In a sign that the city of San Jose has no immediate plans to aggressively add to its workforce, an item on Tuesday’s City Council agenda suggests permanently eliminating 12 positions and adding a new job: Risk manager. Also on Tuesday, the city plans to accept an audit of the police department that says urgent reform is needed regarding the secondary employment of officers. Discussion on the city’s top five priorities in its Economic Strategy Workplan has been deferred to next week.

The Great Constant, Kalra Pension Debate

The much anticipated San Jose Rotary Club debate between Councilmembers Pete Constant and Ash Kalra did not disappoint. Both Constant and Kalra were spirited advocates for their positions: Constant defending Measure B, the pension “modification” measure; Kalra, a lawyer, presenting the views in opposition. By the end of the debate, to the disappointment of many, it was Kalra who gained the most.

Council to Discuss Smoking, Bike Lanes

Starting May 25, it could be against the law in San Jose to smoke a cigarette while sitting in a bar’s outdoor patio, standing outside of one’s apartment door or waiting in line. On Tuesday, the City Council plans to vote on expanding restrictions on where people can smoke, and many at City Hall believe the item will pass with little resistance. According to Joseph Okpaku, Councilmember Ash Kalra’s chief of staff, the new ban would go into effect 45 days after the vote.

Santa Clara County’s Democratic Central Committee held a meeting Thursday to sign off on its endorsements for this June’s election, and things got weird. Factions formed when it came time voice support for candidates in each district of the San Jose City Council, and the choices showed a surprising split in the house of labor.

Milpitas: The Political Hunger Games

The spillover from Milpitas’ toxic political landscape has finally seeped over to San Jose. On Tuesday, Milpitas councilmember Debbie Giordano requested the city’s attorney investigate council colleague Armando Gomez’s fundraising activities for San Jose Mayor Chuck Reed. The direction by Giordano seems to be a direct response to Gomez—a senior budget advisor to Reed—targeting a lobbying loophole that he says Giordano and political consultant Vic Ajlouny have taken advantage of.

West Side Airport Development

The city’s General Fund is not legally obligated to pay an airport expense or debt service payments.However, the City Council has discretion over the allocation of general fund monies in general, and may approve an allocation of General Fund monies for airport expenditures. This includes payment of debt service. The allocation of general fund resources to the airport would be a policy decision by the City Council, not a legal obligation.

A Rose of a Different Color

Nothing stings as much as a politician you helped gain public office betraying you. It’s not uncommon, but it doesn’t make the pain any less real. The result, of course, is predictable. The aggrieved party works doubly hard for the next opponent; which brings us to the sad case of Councilmember Rose Herrera. Herrera would not be a San Jose Councilmember if not for the support of progressives, local democrats and the South Bay Labor Council. Her first campaign was literally run out of Labor’s headquarters.

The Big Payback

Money talks during election season, and it seems the closer a person is to San Jose’s City Hall, the louder their voice. That could be why San Jose Councilmember Pierluigi Oliverio and planning commissioner Edesa Bitbadal raised the most money in the first two and a half months of the year with more than $121K and $86K in campaign contributions, respectively. Councilmember Rose Herrera didn’t do too shabby either, hauling in almost $49K. But Kansen Chu just topped Herrera’s total and, according to his campaign disclosure forms, the money he spent suggests he might be currying votes and/or future favors with cash.

Credit Rating Drop Costs City $350K

The city’s fight over pension reform and dwindling reserves resulted in San Jose’s credit being downgraded by Moody’s Investment Service in New York. The impact, according to City Manager Debra Figone at Tuesday’s City Council meeting, will be a cost of $350,000 to the city.

Council to Discuss Successor Agency, Electric Car Charging Stations

Tuesday’s City Council meeting will feature considerably less rancor than recent weeks. Among the key issues on the agenda are transferring housing projects to the Successor Agency of the Redevelopment Agency, including the Mayfair Court Apartments; a public hearing on infrastructure improvements for The Alameda and acceptance of a grant for electric vehicle charging stations.

Reading of the RDA Will

Last week, I attended the Oversight Board for the Successor Redevelopment Agency public meeting. One person who watched the meeting said it was “like viewing the reading of a will.”  That was a fair analogy. In the case of the deceased RDA (56 years old), the deceased had property it owns but comes accompanied with liens from the County and JP Morgan. The meeting also showed that while the deceased was alive, Sacramento poached over $100 million from the estate, which disrupted RDA’s ability to pay planned debt installments over a period of 20 years.
