Mayor Chuck Reed and Councilmember Sam Liccardo authored a memo last week that would give high-rise builders in downtown San Jose new incentives to start constructing towers before the end of next year. At its meeting Tuesday, the City Council will discuss the incentives as well as last week’s budget hearings, restricting payday lending offices, targeting parents who let their teenagers throw parties with alcohol, and a potential park expansion that could alter the view from San Jose Inside’s office.

Liccardo a Favorite for Mayor in 2014
Metro Silicon Valley’s issue this week looks at possible candidates to succeed Mayor Chuck Reed when he terms out in less than two years. Invariably, in every discussion, two names pop up: San Jose Councilmember Sam Liccardo and Santa Clara County Supervisor Dave Cortese. Below is an excerpt focusing on Liccardo’s upbringing, what made him go into politics, and his interest in running for mayor in 2014.—Editor

Councilmember Sam Liccardo has drafted a memo to explore a ballot measure that would increase local sales taxes to specifically fund public safety.
Sans Liccardo
As 8pm rolled around at O’Flaherty’s Irish Pub on San Pedro Square, where the Sam Liccardo’s victory party was taking place, Tim Hennessey, Liccardo’s Republican opponent, walked by the crowded pub. The former Johnny V’s bouncer-turned-candidate approached Kyra Kazantzis, a local lawyer and Liccardo campaign volunteer, as she was strolling into the party.
“He asked me, ‘Is that Sam Liccardo’s party?’” she said. When she responded yes, “He said, ‘I’m Sam’s running mate, Tim Hennessey.’” He then bid adieu and walked away in his immaculate suit.
Liccardo’s Political Party; Hennessey Flamed on Facebook
The patio of San Jose’s Mezcal restaurant was chock full of local public officials and other political celebs last Friday evening for Sam Liccardo’s 40th birthday bash/campaign kick-off party. US Rep. Zoe Lofgren, recently named as a possible candidate to replace Supreme Court Justice John Paul Stevens, made a surprise appearance—no word as to whether she ate any of the restaurant’s famous fried grasshoppers.
Newcomer Challenges Liccardo
An affable former security guard, bartender and doorman at the popular downtown bar Johnny V’s is eyeing a run for a seat on the San Jose City Council. Tim Hennessey has generated backing from a number of angry downtown club owners, and this December, with no political experience, he’ll start officially vying for a position representing the most high profile council district of the nation’s tenth largest city.
Kalra and Liccardo Respond to POA Video
We write to express our concern regarding the recent tone of the rhetoric between a few members of the San Jose Police Officers Association and police critics. Issues surrounding race and police enforcement inevitably invite controversy and sharp differences of opinion. Nonetheless, we expect that members of the San Jose Police Officers Association and other community members will confront what they view as distortions of the facts with respectful criticism and correction.
We do not expect, however, that any member of the San Jose Police Department will label critics as “thugs.”
Liccardo Responds to Davis Article
San Jose City Councilmember Sam Liccardo sent this letter in response to last week’s Metro cover story about SJPD Chief Rob Davis, which was excerpted on SJI.
Perhaps due to space constraints, last week’s story about San Jose Police Chief Rob Davis (“Can Davis Survive?”) incorporated only one aspect—the most negative—of the views that I expressed about the chief’s performance.
Liccardo’s ‘Dear Friends’ Letter
NOTE: San Jose City Council member Sam Liccardo is circulating this letter in response to allegations that he illegally accepted tickets to a Sharks game.
Dear Friends,
I ran for office on a platform of open government and honest communication with my constituents. That means acknowledging when I am wrong, as well as standing up for what I believe is right. Since taking office in January 2007, I have relied on this newsletter to provide information to neighbors about what is happening at City Hall and how that affects each of you. Today, however, I write to provide background about a story that has been in the media over the past week, regarding my improper acceptance of free admission to two hockey games.
