Water District Board Expected to Fire CEO Beau Goldie on Thursday

The Santa Clara Valley Water District’s board of directors is expected to meet in closed session Thursday and fire CEO Beau Goldie.

An agenda for a closed session meeting says the head of the water district, which is responsible for whole-selling water and providing flood control for 1.9 million people, will be the subject of  “separation/discipline/dismissal/release.”

Another item on the agenda says an appointment will be made for an acting CEO. Possible successors to Goldie are not known at this time.

Goldie’s job status has been up in the air for the better part of a year. He came under fire last spring after concerns were raised about contracts he signed with RMC Water and Environment, which is owned in part by the husband of one of Goldie’s top deputies. Goldie did not disclose any potential conflicts of interest.

Since that time, internal documents leaked and inadvertently released to the press suggest Goldie violated several district rules on the awarding of public contracts. The district has refused interview requests with Goldie for the last few months.

Goldie became CEO of the district in 2009. He worked his way up the ranks after joining the agency in 1984.

UPDATE: Board chair Barbara Keegan and Beau Goldie released the following joint statement Thursday evening:

After 31 years at the Santa Clara Valley Water District, including nearly seven years of leading the organization, CEO Beau Goldie is retiring/resigning effective Jan. 15, 2016.

Mr. Goldie said “It has been a privilege and an honor to have served at the district, and I am very proud of what district employees and its management teams have accomplished together on behalf of our customers and communities in Santa Clara County.”

Among the district achievements under Mr. Goldie’s leadership are:

  • Opening of the Silicon Valley Advanced Water Purification Center;
  • Establishing the district as a leader in the state in terms of drought response;
  • Accelerating a purified water program to develop drought-proof supplies to help with future droughts and climate change impacts;
  • Seeing the successful passage and early implementation of the 15-year Safe, Clean Water and Natural Flood Protection Program, which voters passed with nearly 74% support in November 2012;
  • Improving the Asset Management Program to protect and efficiently maintain investment in district assets;
  • Developing and implementing programs to ensure a sustainable workforce in the future as a wave of Baby Boomer retirements is expected; and
  • Improving organizational performance and transparency through a comprehensive Management Audit Program.

Board Chair Barbara Keegan said, "The board would like to take this opportunity to thank Mr. Goldie for his 31 years of dedicated service to the Santa Clara Valley Water District. During his tenure as CEO, he brought stability to the organization and delivered high quality services to the people of our community. The board appreciates all the contributions Mr. Goldie has made and we wish him the very best in his retirement."

CEO Goldie added, “The district has excellent, experienced and dedicated staff that can continue to implement the programs that deliver the critical services that support our community and the economy.”

The acting CEO position will be filled on a rotating basis by the three chief operating officers (COO) starting with COO Jim Fiedler. This rotation will continue until an interim CEO can be selected. The interim CEO will be chosen from internal candidates; the board intends to move expeditiously to fill this position. The intent is for the interim CEO to serve until the board can select a permanent CEO.

    to upper management. of course there is some board that needs to go also, slowly they

    will, notice the turnover. Its a shame another av tech is quitting, the district, let’s

    see 3 fired IT managers, COUPE TEMPS,psychopaths running the the district and IT DEPT. ITS

    NO WONDER PEOPLE HAVE BAD WORDS AND MORE TRUTH COMES OUT ABOUT WASTED TAX DOLLARS,

    I contracted at the district. The general lack of ethics was joked about constantly.
    The three midgets that run the IT department in descending order:

    a-The idiot who came highly recommended by a senior staff member (Deputy)
    b-The Spineless One (Unit Manager)
    c-The Sociopath (Help Desk Supervisor)

    These three abusive A**HOLES should be investigated!!!!

    They are just as guilty as ANYONE at the district. I’m sure everyone is more concerned

    with the CEO and the larger, more exposed issues at hand. But these “men”, probably handle

    quite a bit of the taxpayer dollars, and they, in turn, should be looked at as a

    department. They should be investigated for prejudice, impartial treatment of employees,

    nepotism, racism, falsifying documents, destroying evidence in the form of e-mails and

    documents, and in general: MAKING IT IMPOSSIBLE FOR PEOPLE TO PUT IN A LEGITIMATE 8 HOURS

    AND GET PAID FOR A HARD DAY WORKED!

    Guys like this are on easy street at the SCVWD and it’s just one cover-up after another.

    They know where the bodies are buried. Maybe they get a cut from the Board Room

    upgrades??? They are like corporate mobsters. But that would be giving them too much

    credit. They are like COCKROACHES, and dear Mr. District Attorney please be ready when you

    turn on the lights……

Too and to I get mixed signals from people on proper use, but I choose to believe what my favorite English teacher taught me. It’s either an adjective (too, too many, expressing excess) or as a replacement for the word “Also”.

    • Why is talking about Koehn’s career a thing? I remember Daily Fetch used to do this as well (talking about how Koehn was trying to get a job with NBC).

      What’s the backstory here? Cousin Cortese do you know?

      Superficially it seems like Koehn can only do this work here (long form investigative reports on important local political issues). You know the dude writes about food as well right haters?

  3. What these comments are missing is the obligatory Darcie Green reference! Let’s remember that Barbara Keegan, chair of the Board of Directors of SCVWD, very recently resigned from the board of DAWN, of which Darcie Green was president. Chair Keegan’s resume says she’s a licensed civil engineer with two degrees from San José State. I don’t live in her district or know anything else about her, but to me that makes her way more qualified to be on either a board of education or a water board than Darcie Green.

    As for Josh Koehn, at least a million people in Santa Clara County have no idea what he has done for them by terminating the careers of these two “public servants”. If only little Santa Cruz County could rate a serious, objective muckraker of his caliber. The paper would be twice as thick.

    • The manager and IT unit manager decided to stop upgrades, and ongoing work, and to allow things to break, software get old etc, even take out the VC equipment and more to try and justify a new boardroom follow all the links Beau, ravi, CAO , fung and george lied about what is in the boardroom and what the system can do, its all on tape as they got up and lied before the board. We have been complaining for 5 years about management fraud, this is another RMC, there is 1000s worth of unused equipment, and missing equipment, yes i left and the other av person now they want to take away his job for temp workers, if you read the statement of a fired temp, you don’t want to be a temp there. again want more info ask i have dates, names, places etc. and there is a purchase trail showing over 3 million spent on boardroom and upgrades, and if you read rfp they claim they will upgrade in 2yrs, if they would have continued maintenance, and not forced the SR IT tech out the system would be buzzin. you would leave also if your manager told the unit you are a drug store and walks employees around the lake and tell them made up stories about co workers, I cannot say why they have not got rid of the other tech, but clearly he has spoken up regarding IT management lies, about the boardroom as i have. this rfp is proof they want people they can fire at a whim.

    I contracted at the district for a while.

    The IT manager, the little furry guy that never changes that faded white shirt and blue jeans that look like he took them off a homeless man. Dude your Nikes look like they belonged to Bruce Jenner when he did the Wheaties box photo shoot! Buy some damn cloths! We all know you make good money!

    This is the guy that keeps the negativity and animosity strong in the IT department. He works people against one another. He creates rumors and releases them on his team in order to keep everyone unhappy. Folks can’t even trust each other because of his crooked practices. I remember the time he took me aside and tried to brainwash me with his personal agenda of hatred.

    THIS IS THE GUY THAT NEEDS TO BE INVESTIGATED!!!

    And then there’s the “man” he reports to…ugh, what a piece of trash…..You could use a new wardrobe too! Start with some pants THAT FIT!

    The Help desk manager actually calls the shots and the IT manager allows his to make the workplace an unhealthy environment. He truly is…SPINELESS! He was very abusive and aggressive with me. Between the two of them they made it impossible for me to succeed. IT Manager screaming at me while the Help desk manager just sits back and stares at his phone. When in fact HE IS THE ONE causing all the problems. These guys are lucky I have children and a mortgage or they might still be picking drywall out of their teeth.

    I bet you would never raise your voice to me in public….PUNKs!

    THIS IS THE GUY THAT NEEDS TO BE INVESTIGATED!

    What else does the District need? I like how we have multiple people disclosing our experiences as employees at the District and yet these A##HOLES still have their jobs and they are still making life impossible for folks. Doesn’t the District car about their reputation and how people will spread the truth? Where are the public relations reps? Why don’t you get up off your hands and try and make an impact to improve things? SHOW SOME F#CKING INTEGRITY!!!!

      WOW!! What a kissy-face statement about the termination of a guy under fire for mismanagement and conflicts of interest. The Civil Grand Jury should investigate Goldie and the Board. There are a lot of parallels between the Water District Board and its CEO, Goldie and the SCC Office of Education and its Superintendent Jon Gundry. In both instances the Boards have looked the other way and/or covered up gross mismanagement and lack of leadership in the public interest by their leaders.
