In its last meeting of 2012, the City Council on Tuesday will discuss issues varying from lease agreements and property sales to pay increases for the independent police auditor and council/board appointments for 2013.

City Clerk Dennis Hawkins bids San Jose adieu in less than three weeks. According to a press release sent out by Mayor Chuck Reed’s office, Hawkins informed the City Council on Tuesday that his final day will be Dec. 15, after which he will take a position with Santa Clara County. Hawkins will join the county as as administrative services manager for the county counsel, the release states.

A tip came in Monday afternoon that Andrea Flores Shelton, formerly a deputy chief of staff for Supervisor George Shirakawa, would get the nod as Alum Rock school district’s new trustee. In the end, that’s exactly what happened. Now the question is whether or not opponents of the process will gather signatures for a special election to challenge her appointment.

The media has portrayed a polarized country by classifying states as either red or blue. One of the Election Night’s big surprises was the shellacking County Assessor deputy David Ginsborg took in his aggressive bid to win a board seat on the Santa Clara Valley Water District. Barbara Keegan finished almost 25 points ahead of his paltry 32 percent of the vote, while Drew Spitzer finished a distant third.

While many Santa Clara County homeowners sweated to pay their semiannual property tax payments in the recession that followed 2008’s economic collapse, and businesses cut back on expenses, Santa Clara County Board of Supervisors president George Shirakawa Jr. spent $36,830 of their money on plane tickets, hotels, rental cars, dining and other items—like a television and a $627 glass door mini-fridge that he claims were related to county business—since January 2009. The county’s top elected official broke the $30 dinner spending limit with steaks that cost as much as $102 each (including tax and tip), violated the ban on alcohol purchases and claimed that his meetings with lobbyists, political consultants and friends were official county business. A regular at taquerias, Chinese restaurants, Italian bistros and rib joints, the board’s runaway frequent diner avoided detection by filing a “missing receipt” declaration more than 180 times. Amazingly, Shirakawa never lost the top copy of the receipt—the one with the tip and total—only the slip that details the number of guests and the items consumed.

A free community forum on Post-Traumatic Stress Disorder (PTSD), sponsored by the Dr. Martin Luther King, Jr. Association of Santa Clara Valley and Councilmember Kansen Chu, will take place at 6:30pm Wednesday at City Hall.

Team San Jose announced Tuesday that CEO Bill Sherry, who also serves as the director of aviation for Norman Y. Mineta San Jose International Airport, will retire in September 2013. A nationwide search for Sherry’s replacement is expected to begin early next year.

California’s Fair Political Practices Commission confirmed Friday that it is investigating George Shirakawa Jr.’s failure to file campaign disclosure statements for the past four years. Shirakawa is president of the Santa Clara County Board of Supervisors, which oversees a $4 billion annual budget. The campaign law violations were detailed Wednesday in a cover story in the weekly newspaper Metro.

San Jose Inside’s Josh Koehn sat down with City Manager Debra Figone for a rare extended interview in late August. The following is an excerpted transcript of their discussion, which touched on Measure B, Figone’s relationship with the mayor and council, her thoughts on the performance of Police Chief Chris Moore, crime in San Jose and when she plans to retire. In the June primary we endorsed Rose Herrera and Robert Braunstein for San Jose City Council seats because they stood out from a field of candidates. As both races moved to runoffs, two surprise second-place finishers emerged: Johnny Khamis in District 10 and Jimmy Nguyen in District 8. We wanted to take a closer look at the second-place finishers before issuing our general election endorsements, and that opportunity came last month at the San Jose Downtown Association’s debate.

San Jose City Councilmember Ash Kalra is in Charlotte, North Carolina this week to attend the Democratic National Convention. He is one of almost 6,000 party-nominated delegates. While he is attending the week-long rally, Kalra will be keeping touch with San Jose Inside. At the end of the week, the councilmember will give us a recap of the events, who he interacted with and his impressions of where the party is headed into the November election.

Services will be held for Captain Matthew P. Manoukian Saturday, Aug. 18 at 3pm in the gymnasium at Mountain View’s St. Francis High School. Manoukian was killed Aug. 10 in Afghanistan’s Helmand province by an Afghan police officer with whom Manoukian had just shared a meal, according to an Associated Press report.  The attacker escaped to Taliban protection, a Taliban spokesman said. Manoukian was the son of Santa Clara County Judge Socrates “Pete” Manoukian and state appeals court Associate Justice Patricia Bamattre-Manoukian.
