Before word leaked out through the usual channels that councilman Ash Kalra had been arrested and charged with a DUI early Saturday morning, Kalra and his chief of staff, Joseph Okpaku, were already in damage-control mode. They beat the CHiPs to the punch by holding a casual press conference at Kalra’s home.

Santa Clara County is on the verge of the beginning of the end of public education as we have known it for the last 100 or so years. I am not intending to be hyperbolic; I’m simply stating the truth as I know it. Will each child’s educational opportunities be enhanced by the shake-up? Or will there be winners and losers?

The Council last week made the second SERAF payment to the state. SERAF is where the State raided all RDA coffers in California—again—in our case taking $75 million from San Jose.

The Police Officers Association announced Friday that its members would accept a one-time 10 percent cut in pay and benefits for the coming year. Union leaders cast the move as a generous proposal that would save jobs. Mayor Chuck Reed immediately called the offer inadequate, and warned that it came dangerously late in the game.

A protocol put together a few weeks ago by deputy DA Jim Sibley tried to clarify his office’s stance on medical marijuana with a simple explanation: Collectives are legal under California law if they are clearly nonprofit and follow land-use codes. That didn’t stop Police Chief Chris Moore from telling the San Jose City Council that he’d heard directly from the DA’s office that not one of the 100-plus dispensaries in San Jose is legal.

There is a strong correlation between the effectiveness of the military and the K-12 pubic school system in America. We have the best-trained and equipped military on this planet. We have spent half-a- trillion dollars since 9/11 on our national security apparatus. Our investment and training has paid dividends. Tragically during the same 10 years we have disinvested in public education. This disinvestment is a national security crisis of epic proportions.

San Jose City Manager Debra Figone unveiled her proposed budget for the 2011-12 fiscal year on Monday, and the forecast is grim. With a projected shortfall of $115.2 million, Figone’s budget says 588 city positions will likely need to be eliminated, which comes out to roughly 10 percent of all workers. Of that amount, 370 workers would be subject to layoffs. These numbers come under the assumption that the city will get all 11 labor unions to agree to an ongoing 10 percent cut in total compensation for city workers. If agreements are not reached, an additional 446 positions would need to be eliminated.

The saying, “What happens in Vegas stays in Vegas,” can be said for the City of San Jose’s closed session meetings. In a prior blog, I wrote about what I could of closed sessions called “The Mystery of Closed Sessions.”

In the 10th year of budget cuts, San Jose City manager Debra Figone has said more than 600 employees could lose their jobs to help tackle a $115 million deficit for the upcoming fiscal year. The process of handing out pink slips began this week, and more than 100 police officers are being notified that they could be out of a job come July.

In another example that this truly is the city of “Man Jose,” three of the four offspring of San Jose City Hall’s celebrity falcons, Clara and Esteban Colbert, were found to be male while being banded this morning. Glenn Stewart, coordinator of UC Santa Cruz’s Predatory Bird Research Group, rappelled down the side of the building and banded the chicks’ legs so that scientists can track them and collect data. He said all four chicks appear to be healthy and “look great.”

The falcon chicks were born earlier this month on a City Hall ledge 18 stories above the street.

Emmett Carson, CEO of the Silicon Valley Community Foundation, says it is “hard to understand” why the San Jose City Council chose to delay action on accepting a $50,000 grant to look into anti-predatory lending policies, what with so many people falling deeper into debt. He should ask Manny Diaz, a former city councilmember and state assemblymember who is now a registered lobbyist for Community Financial Services Association of America, a trade group that represents the payday loan industry

Last week’s column, “Let The Education Conversation Begin,” gives me hope. Thank you to all that responded, especially Mr. Stampolis and SierraSpartan for their agreement on a key issue that the education community must address.

Editor’s Note: The following is a letter that was sent out last week to city employees from City Manager Debra Figone. In the letter, Figone explains the current budget crisis. San Jose is expected to have a deficit of $115 million for the next fiscal year starting in July. Even if all workers agree to a 10 percent cut in total compensation, Figone writes, almost 620 jobs will still need to be eliminated. The last day on the job for many of these people would be June 25. Figone will be unveiling her proposed budget on May 2.

Last week, the City Council moved forward with an Environmental Impact Report (EIR) for the water pollution control plant often referred to verbally as “weepeeceepee” (WPCP). The plant and the land are jointly owned by San Jose and the City of Santa Clara.

There are competing interests on what to do with the area surrounding the plant. Some would like all of open space land preserved for natural habitat for the burrowing owl and other animals. Others would like to the area devoted to large parks with trail connectivity. Still others look to this as an area where San Jose could add office and retail opportunities to increase the tax base.

The intent of San Jose voters (and Measure I) was clear: trade in the old city hall for a new one downtown. Are the citizens of San Jose to be governed by the expressions of the people, or by local politicians’ interpretation of that expression?
