Madison Nguyen’s Last Stand

Madison Nguyen rolls up in a Lexus SUV and parks behind Lighthouse Café, a popular Vietnamese coffee shop off King Road. She greets a handful of volunteers, rattling off a few words in Vietnamese as she unlocks the door to the headquarters of her anti-recall campaign. It’s pure coincidence that this small space next door to the coffee shop is the same spot where Nguyen hosted her 2005 victory party, the night she was elected to San Jose’s City Council.
Stay The Course: Jobs Before More Housing
Last week, the City Council voted to direct planning staff to explore how San Jose could build more housing in North San Jose (possibly even exceeding the cap which would go against the incremental plan laid about by the North San Jose vision). The vision for North San Jose has included some housing next to jobs so we could allow the opportunity for people to live close to their work while allowing for intensification of commercial and industrial that would allow San Jose to acquire more jobs which equal more revenues to pay for our core city services.
Chads and Cads
Well, just when you thought it was over. Measure B—BART, has surged into the lead, with over 600,000 votes cast, at the astonishing percent of 66.67: Amazing does not come close to defining it. And remember, there are still 9,800 votes to count. In my grandfather’s day, a report from the Calvary Cemetery precinct would seal the win—ah, for the good old days.
This victory, if such it is, is as remarkable as any in the history of the valley. It sealed in my mind the undying resolution of our citizens to always vote for the future, to reach for the dream of a better city and valley, even in the face of frightening times.
On to the Future
Well the consultants and pundits are receding into the background, thankfully. It is now time to check the battlefield for casualties and then look at options for the future.
Paramount to our valley, the path to mass transit is very bumpy in our valley. The excruciating narrowness of the loss of the BART sales tax measure is something that will not soon be forgotten by the losers—Mayor Chuck Reed, Carl Guardino of the Silicon Valley Leadership Group, and rising star Sam Liccardo laid it, and all, on the line. And in an incredibly close miss, they saw the hopes of a complete BART system dashed—for now.
Cop vs. Ex-Cop
In the same way that some Vietnamese love to hate Councilwoman Madison Nguyen, San Jose cops appear once again to have turned against one of their own—Councilman Pete Constant. In the latest episode of Constant vs. the Police Officer’s Association, the POA is furious that Constant, who is a former cop, openly opposes their pick, Dave Bacigalupi, to represent them on the Association of Retired San Jose Police Officers and Firefighters board, which is directly involved in deciding retirement for officers, among other things.
More Time and Options Should be Given for Affordable Housing Policy
Last week, I visited the Rules committee to present a memo that Councilmember Constant and I wrote asking that the Council hold off on adopting a citywide Inclusionary Housing policy.
I first blogged on this topic on December 17, 2007 in a post titled ”Coming Soon: Affordable Housing Citywide.” The Council is set to vote on Inclusionary Housing on Dec 9. The proposed policy would mandate that 20-25 percent of all new housing in San Jose be priced below market rate. If the Council adopts such a policy it may raise the price on the market-rate units, which squeezes the middle class. It also may affect the home resale values down the road. There were two other councilmembers (besides myself and Constant) who opposed pursuing this policy during our current housing meltdown.
Measures L & M
Measures L and M address two controversial local issues: fire station construction and amending the city charter to allow the leasing of park lands to community groups.
Staged Vote
San Jose Councilwoman Nora Campos made a brief appearance at City Hall recently when she parachuted into the middle of a council committee hearing, asking the group to vote a second time on a plan to extend living wages to all airport workers. The vote had already gone her way, mind you, but why shouldn’t city government drop everything to make her feel included?
Green Yes. Red No.
About a month ago, I came upon a car accident at a signalized intersection. One car was completely flipped over and on the opposite side of the road. The other car was spun around in the intersection. I stopped to speak to people on the scene and the police. Apparently, a middle-aged driver blatantly ran a red light, striking the other car and flipping it over. Luckily, no one died.
In 2006, almost 900 Americans were killed and an estimated 144,000 were injured in crashes that involved red-light runners. About half of the deaths in red-light-running crashes are pedestrians and occupants in other vehicles.
Total Recall
Just when you thought it was safe to go back to local politics ... Little Saigon is back. After months of relative quiet on the Story Road front, the Vietnamese activists behind the push for the designation have returned with a double whammy.
Notes From Chicago
Last week I went on my first City to City trip organized by the Chamber of Commerce. The delegation was comprised of 80 “San Jose Cheerleaders,” including Mayor Reed, four councilmembers (besides myself), City Manager, Police Chief, high-tech representatives, affordable housing developers, attorneys,etc. Interestingly enough, about 20 percent of the group lives in District 6.
Rules and More Rules
Last week I visited the Rules and Open Government Committee which sets the agenda for upcoming Council meetings. The Rules Committee includes Mayor Reed, three councilmembers, the City Attorney, City Manager and the Redevelopment Agency (RDA). The purpose of my visit was that two memos that I wrote were going to be heard.
The first memo was to request that the city update it’s travel policy by using technology. I asked that the “travel request” form include a question asking if the proposed trip could be done via a “web meeting.” And if not, why not?
Reading The Tax Bill
If you’re a homeowner, most likely you received your property tax bill in the mail last week. I did and I owe $11,854. (If Washington Mutual does not collapse I will pay this amount from my savings.) My parents, who live next door, with the same size lot, will be paying $1,696.
Why the huge difference? A little thing called Proposition 13, which protects my parents and other seniors.
Fire Station Policy and Airport Workers’ Pay
City Hall Diary
Last week, the council voted on two noteworthy items: a citywide fire station policy and pay for airport personnel. The most important item was the new citywide policy for the closure and consolidation of fire stations. Up until now, San Jose did not have a policy of how or when a fire station could be closed or relocated. The lack of a process was not good for the city. Closing a fire station in any neighborhood of our city that diminishes response time and/or reduces the ability to muster an effective force of fire personnel in the instance of a large fire, natural disaster or terrorist action is bad public policy.
Building Consensus
Home builders are notorious for fighting building mandates, but in the case of San Jose’s green building proposal, which is going before the council soon, they’re apparently onboard. Hmm, maybe that’s because what San Jose is proposing really isn’t that strict? Compare San Jose’s proposed ordinance to what Palo Alto has already implemented for green building, and it’s clear that Palo Alto has taken the lead.
