Small retailers — facing higher costs, uncertainty from tariffs and now rising fuel and shipping prices — wonder how long they can survive.

The enhanced enforcement of the program, which will go into effect Oct. 13, includes sharp increases in fines – from 10 to 25 times greater – plus the permanent revocation of a permit for a third offense.
