Almost half a million assessment notices went out to Santa Clara County property owners today, and following three years of minimal or negative growth in assessed property values, the county reports its first solid increase since 2008. Overall, total net assessed value of all real business and personal property values increased by 3.25 percent to $308.8 billion.

We tried to do a Q&A with Santa Clara County Assessor Larry Stone back in late March. That didn’t happen, but it wasn’t Stone’s fault—there weren’t enough questions at the time. But here we are, three months later, and we’ve got the tax man’s answers to a couple submitted questions, relayed in a telephone conversation, as well as his thoughts on the fight between the county and Redevelopment Agencies, the odds the Oakland A’s will relocate to San Jose and how he views the local housing market five years after the subprime mortgage crisis.

Officials for Santa Clara County went back on the offensive regarding Redevelopment Agency funds this past week, deciding to direct $30 million in property taxes to schools rather than pay back a loan from the San Francisco 49ers.

David Ginsborg, right-hand man to county tax assessor Larry Stone, is running for a seat on the Santa Clara Valley Water District board come next November. We’re not sure why anyone would want to spend waking hours noodling on water policy, but then again it can’t be any less exciting than tax assessments. Ginsborg isn’t the only one running against incumbent Joe Judge, though.

County Assessor Larry Stone visited the San Jose City Council study session last week and gave an extensive lecture on the role of the County Assessor and a critique of Spectrum Economics. His comments were blunt, sparing only profanity about the economist hired by the RDA for $15,000. I wrote about this topic three weeks ago.

This is the only time that another elected official has spoken to the City Council at length during my tenure.

On the morning of July 8, County Assessor Larry Stone met District 1 Supervisor candidate Mike Wasserman at Bill’s Café on the Alameda. By the end of breakfast, Stone, a lifelong Democrat, offered Republican Wasserman his endorsement in the upcoming November election.

“I knew going into the meeting that if in fact our values were comparable that I was prepared to endorse him,” Stone says. “I called Forrest [Williams]. I guess I wanted him to hear my decision, not find out from the press. It was a very short but cordial conversation.”
