The South Bay homeless population appears to be pooling in San Jose, as a new study estimates an 18 percent increase in the number of homeless people in the city since 2011. Overall, Santa Clara County’s homeless population grew by 8 percent—7,361 total—in the last two years, according to the county’s biennial census of the homeless population.

A proposal for a new construction fee to rake in more money for affordable housing has sharply divided the City Council. Vice Mayor and 2014 mayoral candidate Madison Nguyen and Councilman Don Rocha say San Jose desperately needs another funding source for low-income housing since the state-ordered end of Redevelopment Agencies (RDA). But councilmen Pete Constant and Johnny Khamis strongly disagree. Other issues at Tuesday’s City Council meeting include a public hearing to raise the medical marijuana tax and a fight over a recycling facility near the San Jose Flea Market.

Should the city recruit more department heads from outside or promote from within? Councilman Don Rocha says he thinks the city needs to do a better job casting its net to outside talent.

Last month, I wrote about West San Carlos Street as one of the major boulevards in San Jose. West San Carlos is the strategic link between our city’s downtown and the Santana Row/Valley Fair area. A major parcel on West San Carlos is the site of the former Fiesta Lanes bowling alley and retail/auto center. The City Council voted this month to remove the final hurdle in the transformation of this strategic parcel by funding the construction of a housing complex that would be exempt from property tax. The vote was 10-1 in favor of approval, with my vote as the only one against this proposal.

Contractors’ bids overshot the city budget to revamp The Alameda last year, so the City Council will consider a second set of proposals when it meets Tuesday. Even this time, the lowest bid comes in 15 percent over the $3.487 million budget. The city will have to take $936,000 from the Department of Transportation to cover the difference if the council agrees to the plan. Other items on Tuesday’s agenda include the sale of several surplus city properties, as well as public safety and clean tech grants.

The dissolution of redevelopment agencies and state budget cuts to municipal housing funds have made it tougher for San Jose to meet its goal of building more affordable homes in recent years, according to an annual housing report going before the City Council on Tuesday. Other items on the council agenda include an incentives package for Samsung, a commendation for a police officer who never clocks off and a North San Jose cemetery that is running out of space.

Last week, I participated as the alternate for Mayor Chuck Reed on the oversight board for the Successor Agency to the Redevelopment Agency (SARA). The primary focus of the meeting concerned the approval of a one-year extension to the existing Letter of Credit (LOC) with JP Morgan bank. This extension had already been passed by the City Council, but it was still up to the SARA Oversight Board to approve the extension as well.

The Great Recession quashed plans to build a massive apartment and retail center in Japantown, as developers shied away from investing given the global credit crunch. But now the deal’s back and up for discussion at Tuesday’s City Council meeting. Other items on the council agenda include tax proposals to help fund San Jose road repairs, and incentives for Samsung, downtown high-rises and affordable housing.

The City Council had a study session last week devoted to affordable housing. The session covered how San Jose could build more affordable housing, even though it has already publicly funded and completed roughly 21,000 such units in years past and has 1,500 additional units currently in the pipeline. As a point of comparison, other cities have done little during the same time period.

The San Jose City Council met last week to discuss and prioritize certain ordinances the city should pursue in the coming year. Creating an ordinance requires staff time from the department that the ordinance will affect and, as always, time from the City Attorney’s office. In many cases, outreach for ordinances must be done to garner resident and stakeholder input which takes time and staff facilitating the public meetings.

In a quest for even more affordable housing in San Jose, the City Council voted 10-1 to amend the North San Jose Area Development Policy. I voted no. Remember that San Jose has been the leader in providing affordable housing in the state of California, while other cities have done very little. As I wrote about on a prior blog, affordable housing must be a shared goal and not just in San Jose.

In past blogs I have expressed my concern about the cost to our city of too much housing. Specifically, housing that does not pay its own share of revenue. One example I have pointed out—and constantly been the lone vote against—is affordable housing.

Since Sept. 7 was the Labor Day holiday, the City did not have a regular city council meeting. So, instead the Council had a “study session” on the Greenprint, which is a vision for our parks and community centers.

The city has grown in square footage both in parks and community centers. However San Jose still ranks lower then many cities in its ratio of parks to people, even when you include school property (which is where I used to play as a kid). By 2020 we will be 1,124 acres short of our goal/vision. In fact, we exacerbate this ratio every week by approving affordable housing that is exempt from park fees or land dedication.
