If approved in November, Proposition 33 would allow auto insurers to offer discounts to new customers who have had continuous coverage for the past five years. Sound familiar? It should.

Hold on to your wallets, kids! Ex’pression College for Digital Arts, a for-profit college, is opening up a new campus in San Jose in September 2012. According to the San Jose Business Journal, the school is leasing 65,000 square feet of office space in Ridder Park Technology Center in North San Jose. The group plans to spend $3 million to rehabilitate the space and will serve up to 550 students. Their main bay area campus, serving 650 students, is located in Emeryville.

Members of Operating Engineers Local Union No. 3 showed up at 4pm Sunday to close the cement and asphalt plant at Graniterock’s A.R. Wilson Quarry. Aggregate Division Manager Jack Leemaster looked none too happy with the surprise when he drove up in a white pickup truck 45 minutes later. “My understanding is they had a pretty good sized order going out tonight,” said one plant worker, resting his placard’s pine stick on his shoulder. “Three hundred tons for night paving.” Twelve hours later, things would get worse for Graniterock. Before Monday crews punched in to start their weeks, picketers descended upon the company’s recycling plant at Monterey Highway and Capitol Expressway, at the sand and gravel facility in Hollister and at Graniterock operations in San Jose’s Berryessa district, Redwood City and South San Francisco.

The City Council meets Tuesday to discuss the installation of new bike lanes, fees for events at a downtown park and the expansion of corporate office space at Santana Row, amongst other items. Not on the agenda, according to city spokesman David Vossbrink, is a report expected to come out Tuesday morning from the office of State Auditor Elaine Howle, who took a closer look at Mayor Chuck Reed’s use of the number $650 million in regards to the city’s worst-case unfunded liability scenario.

The general public has become more interested in sewers with the connection to keeping our environment clean. I believe individuals may choose a previously overlooked vocation in the sewer system once they understand the salary and job security. However, this will not change in weeks or months; it will most likely take time to garner the skill set for senior positions with the city.

The proposed Oakland A’s move to San Jose hasn’t had much progress in over three years. But an interesting development occurred last week. MLB Commissioner Bud Selig’s three-person committee in charge of finding the best future home for the A’s reportedly met with city officials and business leaders in San Jose and Oakland. Meanwhile, investigators from State Controller John Chiang’s office have been coming through old San Jose Redevelopment Agency records pertaining to land being held for a possible A’s stadium.

A key piece of evidence has disappeared in the Mercury News rack theft caper. At least one news rack in the Mercury’s possession vanished as the San Jose Police Department prepared to commence a criminal investigation into the daily’s dumping of its competitors’ racks. Mercury News executives offered no explanation for the disappearance—only that they had “triple checked” the yard.

The first City Council meeting of the 2012-13 fiscal year Tuesday will feature votes on approving language for three major ballot initiatives for November: a sales and use tax increase, a proposal to raise the city’s minimum wage, and an increase in the number of card tables at the city’s two casinos.

Santana Row will be celebrating its 10th Anniversary this year. It has provided a new destination for Bay Area residents as well as additional tax revenue for San Jose. On Tuesday, the City Council will consider approving a large office building at Santana Row instead of housing. This new 240,000 square foot office building will provide an attractive option to companies locating in San Jose.

San Jose Police were called to the headquarters of the San Jose Mercury News on Wednesday afternoon after an independent distribution firm discovered its news racks — along with those of other local publications — in a metal recycling dumpster behind the daily’s plant. News outlets whose news racks were found in the garbage container included Metro, the Palo Alto Daily Post, the Mountain View Voice, Good Times, La Oferta, the San Francisco Chronicle and other publications.

Edesa Bitbadal finished third in the District 10 San Jose City Council primary, just 90 votes short of second place and a spot in the November runoff. That race will feature Johnny Khamis and Robert Braunstein. But a look at how Bitbadal spent money, and how those who opposed her spent their money, paints an interesting picture.

San Jose is about to have the dubious distinction of having the first store in the Bay Area. If we’re lucky, it will close down within a month. Whether the food is any good is not the question. At some point conscience must control a person’s pocketbook.

UPDATE: San Jose Police Chief Chris Moore conducted a public hearing Monday morning at CityHall, but no immediate approval was given to Casino M8trix’s permit request. The casino will be allowed to open once it meets the conditions set forth by administrator Richard Teng, of the SJPD Division of Gaming Control. Casino operators were given the opportunity to speak at the hearing but declined.

Richard Teng, the San Jose Police Department’s administrator for the Division of Gaming Control, gave a new glimpse into the fight between Casino M8trix and the police Friday, when he sent out a memo recommending that Casino M8trix be allowed to open its doors if eight recommendations are met. Police Chief Chris Moore will hold a permit hearing at 10am Monday at City Hall to consider Teng’s report and decide if Casino M8trix can open.
