We hear talk from time to time about partnerships between the public sector and private sector, essentially merging the mutual interests of governments, which serve communities, and private companies, which exist to make profits for shareholders or their private owners. But there is another entrant in the private sector that is often a partner but seems to get left out of the public/private partnership discussion: nonprofits. When it comes to parks, these organizations can make critical contributions.

Every two years, Santa Clara County does a Homeless Census and Survey to receive federal homeless funding. The most recent survey, conducted in January 2013, shows an increase in homelessness, as more and more people are setting up encampments in San Jose. Here are some possible steps San Jose and Santa Clara County can take to address the issue in a more humane way.

I was 13 when I saw my first William Shakespeare play. We saw “King Lear,” one of the Bard’s last and darkest plays. It was a magnificent occasion for me, and I still have a passion for the Bard’s work, as well as watching performances in an outdoor setting—especially in a park. I have mentioned before that we are now all part of a new paradigm in civic life, especially as it relates to our parks, trails and recreation programs. The new paradigm is not a great distance from this traditional view. Former San Jose Police Chief Chris Moore has a new job as senior vice president for Rivada Networks, a company that designs broadband public safety communications for state and local government agencies. Moore retired from SJPD in January after serving the city of San Jose for more than 27 years. It was assumed Moore wouldn’t stay unemployed for long, but his new digs have an interesting backstory.

Marijane Hamann Park is a spacious green expanse of 10.5 acres ensconced in a suburban enclave of San Jose that borders the city of Campbell. The park’s amenities include a children’s playground, a large green carpet of lawn, picnic tables and barbecues. But not too long ago, neighbors of Hamann Park had some tough choices to make to reclaim the park.

I have previously written about the various groups in the community that must play key roles in preserving, protecting and enhancing our parks and trails. These parties include neighborhood associations, service clubs, youth groups, church groups, schools, businesses, corporations and others. Another key component is that of citizen volunteers.

Last Saturday, a modest group of runners, bicyclists and community leaders gathered on a trail near San Jose’s airport for a quietly auspicious occasion—the completion of the Guadalupe River Trail from San Jose to Alviso.
