Commissioners stated that hearings would be held and a public process followed, but draconian cuts would have to be made one way or the other. People need to speak out against this abomination. We live in a valley where our corporations made over $100 billion dollars last year. As I said at the meeting, these cuts are unfair, unjust, unamerican, and ungodly. While many factors, such as timing, will effect how the cuts will be implemented, overall there will be about a 5% reduction to programs’ annual budgets. The Housing Authority reports a 6% reduction to Housing Assistance Payments (HAP). Staff from the cities, the Housing Authority, and the County estimate that, on an annual basis, the reductions will result in a loss of approximately $16,171,000 in CDBG, Continuum of Care (e.g. Shelter Plus Care), ESG, HAP, HOME, HOPWA, and PATH funds. The bulk of the reductions, $14.6M, will affect HAP from the Housing Authority. This brief summary does not capture the full impact on affordable housing and services. Many Federal agencies have contracts directly with our community-based organizations (CBOs). For example, CBOs in our community have Federal HHS contracts for homeless youth, Veterans Administration contracts for homeless veterans, and SAMHSA grants for behavioral health services for the homeless.
