Council to Review Annual Budget Performance, Semi-Annual Audit

City Manager Debra Figone‘s annual budget performance review, which will go before the City Council on Tuesday, shows that 2012-13 revenue totaled $2.29 billion, about 1.2 percent ($28.6 million) below the budgeted estimate.

Meanwhile, expenditures last fiscal year totaled $2.36 billion, or 16.1 percent ($453 million) below budget. Unfortunately, the city’s contingency reserve no longer meets the requirement that it be at least 3 percent of the total budget. So, the city is expected to reallocate some cash—just about $1.7 million—to bring it up to code. Read the entire report.

• District 5 Councilman Xavier Campos will host a gun buyback at Our Lady of Guadalupe Church in December. Police will be on hand to handle the weapons, which anyone can turn in, no questions asked.

• A study reaffirmed that the city charges a reasonable amount for solar panel permit fees: $500 for every residential plus $15 for every kilowatt over 15kW and $1,000 for commercial rooftop systems up to 50kW. But Councilman Kansen Chu says the city should consider creating incentives, offering a discount rate to encourage more people to install solar. The timing of Chu’s memo comes just a couple weeks after Fly detailed an expensive sustainable communities conference he attended a portion of earlier this year in Yosemite.

• The city wants to relocate police helicopter operations from NASA Ames to the Reid-Hillview Airport.

• A semi-annual review of city audits shows that there are 240 recommendations that have yet to be addressed. That includes 208 that were outstanding after the prior half-year review and 32 issued during the past six months. Those departments need to get on it, especially since 48 of those recommendations could save the city up to $58 million—maybe more—if implemented.

    Expensive?  Bring up big boy Constant and the rest of Chucks “I want to mayor” members of council and Chu’s trip will be pennies on the dollar.  Why are we sending members out of the country on vacation when they claim it is a business trip.

    How much money is SJ putting up to hold a gun buyback?

    And why is SJ so incoopipent, they cannot be aware of a contract where the helicopter is stored and let it expire?  Poor management or lack of leadership

The honorable councilmember, Johnny “Riverdance” Khamis, wrote a memo justifying spending city money for his travel to Ireland, which included the statement “……Councilmember Khamis will join the City of San Jose’s Dublin Sister City Delegation on its biennial visit to Dublin, Ireland to promote civic,economic, and cultural ties between our two cities, strengthen our Sister City friendship, and advance partnerships that will enhance job creation
    and competitiveness in San Jose….” Really, are we going to have a wool and potato industry here in San Jose?? This is the same guy who is supposedly a staunch fiscal conservative and wanted to stretch every city penny? How is he working out, Almaden Valley? What a joke. Herrera, Kalra, Campos, and Shamrock Figone are all going too…the only one paying his own way? Ash Kalra. The rest are going on city money. I don’t want to forget Pete Constant, who collects multiple pensions, yet travels the country on city money giving speeches to Tea Party groups on the evils of pensions.

  3. Retired3, I got a chuckle out of that as well. Amateur writing. 

    The way I look at it is that he actually must of got something from the conference.  SJ needs incentives when it comes to putting up solar and not charging the citizens for it, despite what some study might say.
